* mach/Makefile (MIGFLAGS-mach/mach4): Define variable.
mach/Machrules (mig.uh, mig.__h): Include $(user-MIGFLAGS) and
$(MIGFLAGS-$*) here too, as well as in the code-generating MiG calls.
