<title>docs/ia64: Drop obsolete Xen documentation</title>

While the xensource.com URLs referenced still exist, neither the Xen or Linux
2.6.18 fork have been touched since 2009, 11 years ago.  Other URLs are dead.

IA64 support was removed in Xen 4.2, in 2012.  Relegate this piece of
documentation to source history.

There are 4 IRQ documentation files under Documentation/*.txt.

Move them into a new directory (core-api/irq) and add a new
index file for it.

While here, use a title markup for the Debugging section of the
irq-domain.rst file.

Rename the ia64 documentation files to ReST, add an
index for them and adjust in order to produce a nice html
output via the Sphinx build system.

There are two upper case file names. Rename them to
lower case, as we're working to avoid upper case file
names at Documentation.

At its new index.rst, let's add a :orphan: while this is not linked to
the main index.rst file, in order to avoid build warnings.

<title>kbuild: /bin/pwd -&gt; pwd</title>

Most places use pwd and rely on $PATH lookup. Moving the remaining
absolute path /bin/pwd users over for consistency.

Also, a reason for doing /bin/pwd -&gt; pwd instead of the other way around
is because I believe build systems should make little assumptions on
host filesystem layout. Case in point, we do this kind of patching
already in NixOS.

<title>selftests: move ia64 tests from Documentation/ia64</title>

Remove ia64 from Makefile to move the test to selftests.

Update ia64 Makefile to work under selftests. ia64 will not be run as part
of selftests suite and will not be included in install targets. They can be
built separately for now.

The original Makefile built this test on all archirectures and this update
doesn't change that.
