docs: ioctl: convert to ReST

Rename the iio documentation files to ReST, add an index for them and adjust in order to produce a nice html output via the Sphinx build system. The cdrom.txt and hdio.txt have their own particular syntax. The script is not perfect: still several things require manual work, but it saved quite some time doing some obvious stuff. cdrom: support read sub-channel command in LBA format

userspace application can send READ_SUB_CHANNEL command with time bit enabled and disabled. The time bit allows selection of address reporting format. If the time bit is disabled the response is in logical block address(CDROM_LBA) format, represented as a 32-bit integer with ms-byte first. If the time bit is enabled the response is in time format i.e., minutes, second, frame (CDROM_MSF) format. Fix typos in /Documentation : 'U-Z'

This patch fixes typos in various Documentation txts. The patch addresses some +words starting with the letters 'U-Z'. Looks like I made it through the alphabet...just in time to start over again +too! Maybe I can fit more profound fixes into the next round...? The attached patch fixes the following spelling errors in Documentation/ - double "the" - Several misspellings of function/functionality - infomation - memeory - Recieved - wether and possibly others which I forgot ;-) Trailing whitespaces on the same line as the typo are also deleted. Initial git repository build. I'm not bothering with the full history, even though we have it. We can create a separate "historical" git archive of that later if we want to, and in the meantime it's about 3.2GB when imported into git - space that would just make the early git days unnecessarily complicated, when we don't have a lot of good infrastructure for it. Let it rip!
