Drop use of the deprecated drmP.h from display/dc/os_types.h

Fix all fallout after this change.
Most of the fixes was adding a missing include of vmalloc.h.

Fix so no files in drm/amd/ depends on the
deprecated drm_os_linux.h header file.

It was done manually:
- remove drm_os_linux.h from drmP.h
- fix all build errros

There are several variables that are defined and never used and hence can
be removed. Remove them. Cleans up clang -Wunused-const-variable warnings:

warning: ‘dvi_hdmi_dongle_signature_str’ defined but not used
warning: ‘dce11_one_lpt_channel_max_resolution’ defined but not used
warning: ‘ddc_hw_status_addr’ defined but not used

[WHY] fbc is within the data path from memory to dce. while
re-configure mc dmif, fbc should be enabled. otherwise, fbc
 may not be enabled properly.

[HOW] before re-configure mc dmif, disable fbc, only after
dmif re-configuration fully done, enable fbc again.

Currently, the maximum value that *counter* can reach is 255, and
code at line 150: while (counter < 1000) { implies a bigger value
could be expected.

Fix this by changing the type of variable *counter* from uint8_t
to uint16_t.

FBC enabling and disabling path has msleep which leads to
BUG hit when called in atomic context, hence this patch
replaces msleeps with udelays appropriately.
