net: drop the weight argument from netif_napi_add

We tell driver developers to always pass NAPI_POLL_WEIGHT as the weight to netif_napi_add(). This may be confusing to newcomers, drop the weight argument, those who really need to tweak the weight can use netif_napi_add_weight(). et131x: Remove useless DMA-32 fallback configuration

As stated in [1], dma_set_mask() with a 64-bit mask never fails if dev->dma_mask is non-NULL. So, if it fails, the 32 bits case will also fail for the same reason. Moreover, dma_set_mask_and_coherent() returns 0 or -EIO, so the return code of the function can be used directly. There is no need to 'rc = -EIO' explicitly. Simplify code and remove some dead code accordingly. Most users of ndo_do_ioctl are ethernet drivers that implement the MII commands SIOCGMIIPHY/SIOCGMIIREG/SIOCSMIIREG, or hardware timestamping with SIOCSHWTSTAMP/SIOCGHWTSTAMP. Separate these from the few drivers that use ndo_do_ioctl to implement SIOCBOND, SIOCBR and SIOCWANDEV commands. This is a purely cosmetic change intended to help readers find their way through the implementation.
