Now that IP1000A chips are supported by dl2k driver, the buggy ipg
driver can be removed.

<title>ipg: Move the IC Plus driver</title>

Move the IC Plus driver into drivers/net/ethernet/icplus/ and
make the necessary Kconfig and Makefile changes.
