net: drop the weight argument from netif_napi_add

We tell driver developers to always pass NAPI_POLL_WEIGHT as the weight to netif_napi_add(). This may be confusing to newcomers, drop the weight argument, those who really need to tweak the weight can use netif_napi_add_weight(). Most drivers use "skb_transport_offset(skb) + tcp_hdrlen(skb)" to compute headers length for a TCP packet, but others use more convoluted (but equivalent) ways. ethernet: constify references to netdev->dev_addr in drivers

This big patch sprinkles const on local variables and function arguments which may refer to netdev->dev_addr. Commit 406f42fa0d3c ("net-next: When a bond have a massive amount of VLANs...") introduced a rbtree for faster Ethernet address look up. To maintain netdev->dev_addr in this tree we need to make all the writes to it got through appropriate helpers. Some of the changes here are not strictly required - const is sometimes cast off but pointer is not used for writing. It seems like it's still better to add the const in case the code changes later or relevant -W flags get enabled for the build. No functional changes. fwnode_get_mac_address() and device_get_mac_address() return a pointer to the buffer that was passed to them on success or NULL on failure. None of the callers care about the actual value, only if it's NULL or not. net: qcom/emac: Replace strlcpy with strscpy

The strlcpy should not be used because it doesn't limit the source length. As linus says, it's a completely useless function if you can't implicitly trust the source string - but that is almost always why people think they should use it! All in all the BSD function will lead some potential bugs. But the strscpy doesn't require reading memory from the src string beyond the specified "count" bytes, and since the return value is easier to error-check than strlcpy()'s. In addition, the implementation is robust to the string changing out from underneath it, unlike the current strlcpy() implementation. Thus, We prefer using strscpy instead of strlcpy.
