net: add per-cpu storage and net->core_stats

Before adding yet another possibly contended atomic_long_t, it is time to add per-cpu storage for existing ones: dev->tx_dropped, dev->rx_dropped, and dev->rx_nohandler Because many devices do not have to increment such counters, allocate the per-cpu storage on demand, so that dev_get_stats() does not have to spend considerable time folding zero counters. spi: make remove callback a void function

The value returned by an spi driver's remove function is mostly ignored. (Only an error message is printed if the value is non-zero that the error is ignored.) So change the prototype of the remove function to return no value. This way driver authors are not tempted to assume that passing an error to the upper layer is a good idea. All drivers are adapted accordingly. There is no intended change of behaviour, all callbacks were prepared to return 0 before. ethernet: constify references to netdev->dev_addr in drivers

This big patch sprinkles const on local variables and function arguments which may refer to netdev->dev_addr. Commit 406f42fa0d3c ("net-next: When a bond have a massive amount of VLANs...") introduced a rbtree for faster Ethernet address look up. To maintain netdev->dev_addr in this tree we need to make all the writes to it got through appropriate helpers. Some of the changes here are not strictly required - const is sometimes cast off but pointer is not used for writing. It seems like it's still better to add the const in case the code changes later or relevant -W flags get enabled for the build. No functional changes.
