net: drop the weight argument from netif_napi_add

We tell driver developers to always pass NAPI_POLL_WEIGHT as the weight to netif_napi_add(). This may be confusing to newcomers, drop the weight argument, those who really need to tweak the weight can use netif_napi_add_weight(). Commit 406f42fa0d3c ("net-next: When a bond have a massive amount of VLANs...") introduced a rbtree for faster Ethernet address look up. To maintain netdev->dev_addr in this tree we need to make all the writes to it got through appropriate helpers. Read the address into an array on the stack, then call eth_hw_addr_set(). Most users of ndo_do_ioctl are ethernet drivers that implement the MII commands SIOCGMIIPHY/SIOCGMIIREG/SIOCSMIIREG, or hardware timestamping with SIOCSHWTSTAMP/SIOCGHWTSTAMP. Separate these from the few drivers that use ndo_do_ioctl to implement SIOCBOND, SIOCBR and SIOCWANDEV commands. This is a purely cosmetic change intended to help readers find their way through the implementation.
