the if/elseif/else is exhaustive - there is no 4th case given the
  rssi_ctrl_mask = RADIO_2055_NBRSSI_SEL | RADIO_2055_WBRSSI_G1_SEL |
  RADIO_2055_WBRSSI_G2_SEL;
so this unreachable else case (dead code) can be dropped.

This patch remove variables that are initialized with a constant,
are never updated, and are only used as parameter of return.
Return the constant instead of using a variable.

wl_cfg80211.c verified by compilation only.
phy/phy_cmn.c unverified.

The coccinelle script that find and fixes this issue is:

There are a mix of function prototypes with and without extern
in the kernel sources.  Standardize on not using extern for
function prototypes.

Function prototypes don't need to be written with extern.
extern is assumed by the compiler.  Its use is as unnecessary as
using auto to declare automatic/local variables in a block.
