Zero-length arrays are deprecated and we are moving towards adopting
C99 flexible-array members, instead. So, replace zero-length arrays
declarations in anonymous union with the new DECLARE_FLEX_ARRAY()
helper macro.

This helper allows for flexible-array members in unions.

Follow the advice of the below link and prefer 'strscpy' in this
subsystem. Conversion is 1:1 because the return value is not used.

Add const to the address param of ipw_send_adapter_address()
all the functions down the chain have already been changed.

Not sure how I lost this in the rebase.
