Split the bss_info_changed method to vif_cfg_changed and
link_info_changed, with the latter getting a link ID.
Also change the 'changed' parameter to u64 already, we
know we need that.

GCC is upset that we check the return value of plfxlc_usb_dev()
even tho it can't be NULL:

drivers/net/wireless/purelifi/plfxlc/usb.c: In function ‘resume’:
drivers/net/wireless/purelifi/plfxlc/usb.c:840:20: warning: the comparison will always evaluate as ‘true’ for the address of ‘dev’ will never be NULL [-Waddress]
  840 |         if (!pl || !plfxlc_usb_dev(pl))
      |                    ^

plfxlc_usb_dev() returns an address of one of the members of pl,
so it's safe to drop these checks.

<title>wireless: add plfxlc driver for pureLiFi X, XL, XC devices</title>

This is a driver for pureLiFi X, XL, XC devices which use light to transmit
data, so they are not compatible with normal Wi-Fi devices. The driver uses
separate NL80211_BAND_LC band to distinguish from Wi-Fi.  The driver is based
on 802.11 softMAC Architecture and uses native 802.11 for configuration and
management. Station and Ad-Hoc modes are supported.

The driver is compiled and tested in ARM, x86 architectures and compiled in
powerpc architecture. This driver implementation has been based on the zd1211rw
driver.
