There are lots of documents under Documentation/*.txt and a few other
orphan documents elsehwere that belong to the driver-API book.

Move them to their right place.

Drivers that depend on ISAPNP currently can't be built with
COMPILE_TEST. However, looking at isapnp.h, there are already
stubs there to allow drivers to include it even when isa
PNP is not supported.

So, remove such dependencies when COMPILE_TEST.

Use menuconfigs instead of menus, so the whole menu can be disabled at once
instead of going through all options.

Initial git repository build. I'm not bothering with the full history,
even though we have it. We can create a separate "historical" git
archive of that later if we want to, and in the meantime it's about
3.2GB when imported into git - space that would just make the early
git days unnecessarily complicated, when we don't have a lot of good
infrastructure for it.

Let it rip!
