Since commit 84af7a6194e4 ("checkpatch: kconfig: prefer 'help' over
'---help---'"), the number of '---help---' has been gradually
decreasing, but there are still more than 2400 instances.

This commit finishes the conversion. While I touched the lines,
I also fixed the indentation.

There are a variety of indentation styles found.

  a) 4 spaces + '---help---'
  b) 7 spaces + '---help---'
  c) 8 spaces + '---help---'
  d) 1 space + 1 tab + '---help---'
  e) 1 tab + '---help---'    (correct indentation)
  f) 1 tab + 1 space + '---help---'
  g) 1 tab + 2 spaces + '---help---'

In order to convert all of them to 1 tab + 'help', I ran the
following commend:

  $ find . -name 'Kconfig*' | xargs sed -i 's/^[[:space:]]*---help---/\thelp/'

Add SPDX license identifiers to all Make/Kconfig files which:

 - Have no license information of any form

These files fall under the project license, GPL v2 only. The resulting SPDX
license identifier is:

  GPL-2.0-only

<title>mac802154: select CRYPTO when needed</title>

The mac802154 subsystem uses functions from the crypto layer and correctly
selects the individual crypto algorithms, but fails to build when the
crypto layer is disabled altogether:

crypto/built-in.o: In function `crypto_ctr_free':
:(.text+0x80): undefined reference to `crypto_drop_spawn'
crypto/built-in.o: In function `crypto_rfc3686_free':
:(.text+0xac): undefined reference to `crypto_drop_spawn'
crypto/built-in.o: In function `crypto_ctr_crypt':
:(.text+0x2f0): undefined reference to `blkcipher_walk_virt_block'
:(.text+0x2f8): undefined reference to `crypto_inc'

To solve that, this patch also selects the core crypto code,
like all other users of that code do.

The CONFIG_EXPERIMENTAL config item has not carried much meaning for a
while now and is almost always enabled by default. As agreed during the
Linux kernel summit, remove it from any "depends on" lines in Kconfigs.

An interface to allocate and register ieee802154 compatible device.
The allocated device has the following representation in memory:

	+-----------------------+

Used by device drivers to register new instance in the stack.
