net/ncsi: check for error return from call to nla_put_u32

As we can see from the comment of the nla_put() that it could return -EMSGSIZE if the tailroom of the skb is insufficient. Therefore, it should be better to check the return value of the nla_put_u32 and return the error code if error accurs. Also, there are many other functions have the same problem, and if this patch is correct, I will commit a new version to fix all. Update NC-SI command handler (both standard and OEM) to take into account of payload paddings in allocating skb (in case of payload size is not 32-bit aligned). The checksum field follows payload field, without taking payload padding into account can cause checksum being truncated, leading to dropped packets. net/ncsi: Avoid channel_monitor hrtimer deadlock

Calling ncsi_stop_channel_monitor from channel_monitor is a guaranteed deadlock on SMP because stop calls del_timer_sync on the timer that invoked channel_monitor as its timer function. Recognise the inherent race of marking the monitor disabled before deleting the timer by just returning if enable was cleared. After a timeout (the default case -- reset to START when response received) just mark the monitor.enabled false. If the channel has an entry on the channel_queue list, or if the state is not ACTIVE or INACTIVE, then warn and mark the timer stopped and don't restart, as the locking is broken somehow.
