When the caller doesn't pass a destination fs_core will create a unused
rule just so a context can be returned. This unused rule
is zeroed out and its type is 0 which can be mixed up with
MLX5_FLOW_DESTINATION_TYPE_VPORT.
Create a dedicated type to differentiate between the two
named MLX5_FLOW_DESTINATION_TYPE_NONE.

Separate flow destinations between software and IFC.
Flow destination type passed by callers was used as the input in
firmware commands and over the years software only types were added
which resulted in mixing between the two.
Create an IFC enum that contains only the flow destinations defined
when talking to the firmware.
Now that there is a proper software only enum for flow destinations
the hardcoded values can be removed as the values are no longer used
in firmware commands.

Flow steering is a low level internal driver API, as such it relies on
the callers to check if namespace is supported and not rely on some
compilation flag.

There are two different internal steering modes, abstracted from the
rest of the driver. In order to keep upper layer of the driver agnostic
to the differences in capabilities of the steering modes, this patch
introduces mlx5_fs_get_capabilities() API to check if a certain software
defined capability is supported. It differs from the capabilities
exposed by the hardware, as it takes into account the flow steering mode
(SMFS/DMFS) currently enabled.
This implementation supports only two capability flags:
MLX5_FLOW_STEERING_CAP_VLAN_PUSH_ON_RX
MLX5_FLOW_STEERING_CAP_VLAN_POP_ON_TX
They map to DR_ACTION_STATE_PUSH_VLAN and DR_ACTION_STATE_POP_VLAN
actions, implemented in SW steering earlier in commit f5e22be534e0
("net/mlx5: DR, Split modify VLAN state to separate pop/push states").
Which enables using of pop/push vlan without restrictions, e.g. doing
vlan pop on TX and RX, compared to FW steering that supports only vlan
pop on RX and push on TX.
Other capabilities can be added in the future.

This patch doesn't add an additional namespaces, but just separates the
naming to be used by each FDB user, bypass and kernel.
Downstream patches will actually split this up and allow to have more
than single priority for the bypass users.

Introduce new APIs to create and destroy flow matcher
for given format id.
Flow match definer object is used for defining the fields and
mask used for the hash calculation. User should mask the desired
fields like done in the match criteria.
This object is assigned to flow group of type hash. In this flow
group type, packets lookup is done based on the hash result.
This patch also adds the required bits to create such flow group.

Shared FDB allows to direct traffic from all the vports in the HCA to a
single eswitch. In order to do that three things are needed.
1) Point the ingress ACL of the slave uplink to that of the master.
With this, wire traffic from both uplinks will reach the same eswitch
with the same metadata where a single steering rule can catch traffic
from both ports.
2) Set the FDB root flow table of the slave's eswitch to that of the
master. As this flow table can change dynamically make sure to
sync it on any set root flow table FDB command.
This will make sure traffic from SFs, VFs, ECPFs and PFs reach the
master eswitch.
3) Split wire traffic at the eswitch manager egress ACL so that it's
directed to the native eswitch manager. We only treat wire traffic
from both ports the same at the eswitch level. If such traffic wasn't
handled in the eswitch it needs to reach the right representor to be
processed by software. For example LACP packets should *always*
reach the right uplink representor for correct operation.

Adding new reformat context type (INSERT_HEADER) requires adding two new
parameters to reformat context - reformat_param_0 and reformat_param_1.
As defined by HW spec, these parameters have different meaning for
different reformat context type.
The first parameter (reformat_param_0) is not new to HW spec, but it
wasn't used by any of the supported reformats. The second parameter
(reformat_param_1) is new to the HW spec - it was added to allow
supporting INSERT_HEADER.
For NSERT_HEADER, reformat_param_0 indicates the header used to
reference the location of the inserted header, and reformat_param_1
indicates the offset of the inserted header from the reference point
defined by reformat_param_0.

Firmware FT pool is per device, but the software tracking of this pool
only services fs_chains users, and if another layer takes a flow table,
the pool will not be updated, and fs_chains will fail creating a flow
table, with no recovery till the flow table is returned.
Move FT pool to be global per device, and stored at the cmd level,
so all layers can use it.

Currently the table size is calculated by the fs_core layer. However, each
steering cmd instance has a different allocation logic. FW steering uses
a predefined pools of multiple sizes. SW steering doesn't have a pool,
and can allocate any size of tables.
Move the table size calculation to the steering cmd layer as a pre-step
for moving fs_chains pool logic globally to firmware steering, and
increasing table sizes for software steering. In addition, change the
size parameter to absolute size to allow the special zero value to
mean "get next available maximum size".

When eswitch manager is running on ECPF, host PF should be treated
as non eswitch manager port, similar to other VF vports.
Fail to do so, results in firmware treating PF's vport as ECPF
vport for eswitch ACL tables.
Non zero check to figure out if a given vport is other vport or not
is not sufficient becase PF vport number = 0 on ECPF.
Hence, create esw acl tables with an attribute of other vport.

Introduce decrypt FT, the RX error FT and the default rules.
The IPsec RX decrypt flow table is pointed by the TTC
(Traffic Type Classifier) ESP steering rules.
The decrypt flow table has two flow groups. The first flow group
keeps the decrypt steering rule programmed via the "ip xfrm s" interface.
The second flow group has a default rule to forward all non-offloaded
ESP packet to the TTC ESP default RSS TIR.
The RX error flow table is the destination of the decrypt steering rules
in the IPsec RX decrypt flow table. It has a fixed rule with single
copy action that copies ipsec_syndrome to metadata_regB[0:6]. The IPsec
syndrome is used to filter out non-ipsec packet and to return the IPsec
crypto offload status in Rx flow. The destination of RX error flow table
is the TTC ESP default RSS TIR.
All the FTs (decrypt FT and error FT) are created only when IPsec SAs
are added. If there is no IPsec SAs, the FTs are removed.

If user sets ignore flow level flag on a rule, that rule can point to
a flow table of any level, including those with levels equal or less
than the level of the flow table it is added on.
This with unamanged tables will be used to create a FDB chain/prio
hierarchy much larger than currently supported level range.

destination.

Add support to create flow steering objects
via direct rule API (SW steering).
New layer is added - fs_dr, this layer translates the command that
fs_core sends to the FW into direct rule API. In case that direct
rule is not supported in some feature then -EOPNOTSUPP is
returned.

Currently all the namespaces under the same steering domain share the same
default table miss action, however in some situations (e.g., RDMA RX)
different actions are required. This patch adds a per-namespace default
table miss action instead of using the miss action of the steering domain.

Towards introducing the ability to allocate bulks of flow counters,
refactor the flow counter bulk query process, removing functions and
structs whose names indicated being used for flow counter bulk
allocation FW commands, despite them actually only being used to
support bulk querying, and migrate their functionality to correctly
named functions in their natural location, fs_counters.c.
Additionally, optimize the bulk query process by:
* Extracting the memory used for the query to mlx5_fc_stats so
that it is only allocated once, and not for each bulk query.
* Querying all the counters in one function call.

In vport metadata matching, source port number is replaced by metadata.
While FW has no idea about what it is in the metadata, a syndrome will
happen. Specify a known origin to avoid the syndrome.
However, there is no functional change because ANY_VPORT (0) is filled
in flow_source, the same default value as before, as a pre-step towards
metadata matching for fast path.
There are two other values can be filled in flow_source. When setting
0x1, packet matching this rule is from uplink, while 0x2 is for packet
from other local vports.

Termination table is a flow table with a termination flag. The flag
allows the firmware to assume that the the specified actions are the last
actions list. This assumption allows the FW to safely perform potential
looping logic (e.g. hairpin). Introduce the bits for this attribute.

Flow table supports three types of miss action:
1. Default miss action - go to default miss table according to table.
2. Go to specific table.
3. Switch domain - go to the root table of an alternative steering
table domain.
New table miss action was added - switch_domain.
The next domain for RDMA_RX namespace is the NIC RX domain.

Pass the flow steering objects instead of their attributes
to fs_cmd in order to decrease number of arguments and in
addition it will be used to update object fields.
Pass the flow steering root namespace instead of the device
so will have context to the namespace in the fs_cmd layer.

Update the flow steering command formatting according to the extended
destination API.
Note that the FW dictates that multi destination FTEs that involve at
least one encap must use the extended destination format, while single
destination ones must use the legacy format.
Using extended destination format requires FW support. Check for its
capabilities and return error if not supported.

Currently, when a flow rule is created using the FS core layer, the caller
has to pass the entire flow counter object and not just the counter HW
handle (ID). This requires both the FS core and the caller to have
knowledge about the inner implementation of the FS layer flow counters
cache and limits the possible users.
Move to use the counter ID across the place when dealing with flows.
Doing this decoupling, now can we privatize the inner implementation
of the flow counters.

Renames all encap mlx5_{core,ib} code to use the new naming of packet
reformat. This change doesn't introduce any function change and is
needed to properly reflect the operation being done by this action.
For example not only can we encapsulate a packet, but also decapsulate it.

Today we are able to attach encap and decap actions only to the FDB. In
preparation to enable those actions on the NIC flow tables, break the
single flag into two. Those flags control whatever a decap or encap
operations can be attached to the flow table created. For FDB, if
encapsulation is required, we set both of them.

Extend the ability to add steering rules to NIC TX flow tables.
For now, we are only adding TX bypass (egress) which is used by the RDMA
side. This will allow to shape outgoing traffic and tweak it if needed, for
example performing encapsulation or rewriting headers.

When creating FTE, properly distinguish between destination being vport
or tir. The previous code just worked accidentally b/c of both dest being
in the same offset within a union.
