target/arm: Factor out code for setting MTE TCF0 field

Factor out the code used for setting the MTE TCF0 field from the prctl code into a convenient function. Other subsystems, like gdbstub, need to set this field as well, so keep it as a separate function to avoid duplication and ensure consistency in how this field is set across the board. A CPU's TaskState is stored in the CPUState's void *opaque field, accessing which is somewhat awkward due to having to use a cast. Introduce a wrapper and use it everywhere. The API does not generate an error for setting ASYNC | SYNC; that merely constrains the selection vs the per-cpu default. For qemu linux-user, choose SYNC as the default. The feature test functions isar_feature_*() now take up nearly a thousand lines in target/arm/cpu.h. This header file is included by a lot of source files, most of which don't need these functions. Move the feature test functions to their own header file.
