docs: laptops: convert to ReST

Rename the laptops documentation files to ReST, add an index for them and adjust in order to produce a nice html output via the Sphinx build system. Dcoumentation has been added by parsing through git commit history and reading code. This might be useful for scripting and tracking changes in the ABI.
