mm: remove include/linux/bootmem.h

Move remaining definitions and declarations from include/linux/bootmem.h into include/linux/memblock.h and remove the redundant header. m68k: fix command-line parsing when passed from u-boot

m68k: generalize uboot command line support

The uboot command line support needs to be used by both MMU and no-MMU setups, but currently we only have the code in the no-MMU code paths.
