Move platform independent header files to arch/arm/include/asm, leaving
those in asm/arch* and asm/plat* alone.

dyntick is superseded by the clocksource/clockevent infrastructure,
using the NO_HZ configuration option. No one implements dyntick on
ARM anymore, so it's pointless keeping it around. Remove dyntick
support.

Platforms like iq80321 and iq80331 which may be host-bus-adapters
require 'iop3xx_init_atu=y' to be specified on the kernel command line.

Some boards (like e.g. Tosa) invert the VBUS-detection signal:
it's low when a host is supplying VBUS, and high otherwise.
Allow specifying whether gpio_vbus value is inverted.
