This follows the sparc changes a439fe51a1f8eb087c22dd24d69cebae4a3addac.

Most of the moving about was done with Sam's directions at:

with subsequent hacking and fixups entirely my fault.

This is used by the libc for parsing CPU capability flags passed
via the ELF auxvt, needed for run-time selection of atomic opcodes
amongst other things.

These include nothing more than the basic set of files listed in
asm-generic/Kbuild.asm. Any extra arch-specific files will need to be
added.
