Since we are going to introduce VFIO PCI HiSilicon ACC driver for live
migration in subsequent patches, move the ACC QM header file to a
common include dir.

A new generation of accelerator Kunpeng930 has appeared, and the
corresponding driver needs to be updated to support some new
algorithms of Kunpeng930. To be compatible with Kunpeng920, we
add parameter 'struct hisi_qm *qm' to sec_algs_(un)register to
identify the chip's version.

HPRE of Kunpeng 930 is updated on cluster numbers,
so we try to update this driver to make it running
okay on Kunpeng920/Kunpeng930 chips.

HiSilicon HPRE engine supports PCI SRIOV. This patch enable
this feature. User can enable VFs and pass through them to VM,
same HPRE driver can work in VM to provide RSA and DH algorithms
by crypto akcipher and kpp interfaces.

The HiSilicon HPRE accelerator implements RSA and DH algorithms. It
uses Hisilicon QM as interface to CPU.
This patch provides PCIe driver to the accelerator and registers its
algorithms to crypto akcipher and kpp interfaces.
