arm64: npcm: Add support for Nuvoton NPCM8XX BMC SoC
This adds support for the Nuvoton NPCM8XX Board Management
controller (BMC) SoC family.
The NPCM8XX based quad-core Cortex-A35 ARMv8 architecture.
