- Two resctrl fixes to prevent refcount leaks when manipulating the

- Correct prctl(PR_GET_SPECULATION_CTRL) reporting (Anand K Mistry)
- A fix to not lose already seen MCE severity which determines
whether the machine can recover (Gabriele Paoloni)"
