watchdog/hpwdt: Add module parameter kdumptimeout.
Instead of unconditionally stopping the watchdog timer after receipt of a pretimeout NMI, reprogram the timeout based upon module parameter kdumptimeout. The provides a more flexible override than the depricated allow_kdump.
