cpufreq: SPEAr: Fix sparse warning for cpufreq driver
This patch fixes following sparse warning:
drivers/cpufreq/spear-cpufreq.c:33:5: warning: symbol 'spear_cpufreq_verify' was
not declared. Should it be static?
