Pull RCU updates from Paul McKenney: - Fix idle detection (Neeraj Upadhyay) and missing access marking detected by KCSAN. - Reduce coupling between rcu_barrier() and CPU-hotplug operations, so that rcu_barrier() no longer needs to do cpus_read_lock().
