arm64: remove select PINCTRL_ROCKCHIP from ARCH_ROCKCHIP
Prepare to make pinctrl driver of rockchip to be module able, this patch
remove the select of PINCTRL_ROCKCHIP from ARCH_ROCKCHIP.
