libata: use ATA_HORKAGE_STUCK_ERR for ATAPI tape drives
Per Mark's comments, maybe all ATAPI tape drives need ATA_HORKAGE_STUCK_ERR.
This patch applys ATA_HORKAGE_STUCK_ERR for all ATAPI tape drives.
