clk: rockchip: add CLK_SET_RATE_PARENT to sclk for rk3066a i2s and uart clocks
Add CLK_SET_RATE_PARENT to sclk for rk3066a i2s and uart clocks,
so that the parent COMPOSITE_FRACMUX and COMPOSITE_NOMUX
also update.
