mlxsw: spectrum: Bump minimum FW version to xx.2010.1006
Add latest verified version of Nvidia Spectrum-family switch firmware,
for Spectrum (13.2010.1006), Spectrum-2 (29.2010.1006) and
Spectrum-3 (30.2010.1006).
