drm/i915: WaRsDisableCoarsePowerGating
WaRsDisableCoarsePowerGating: Coarse Power Gating (CPG) needs to be
disabled for platforms prior to BXT B0 and SKL GT3/GT4 till E0.
v2: Added GT3/GT4 Check.
