staging: rtl8723bs: Replace function odm_TXPowerTrackingInit()
Remove function odm_TXPowerTrackingInit as all it does is call
odm_TXPowerTrackingThermalMeterInit.
Rename odm_TXPowerTrackingThermalMeterInit to
odm_TXPowerTrackingInit to maintain compatibility with call sites.
Issue found with Coccinelle.
