perf evsel: Handle EACCESS + perf_event_paranoid=2 in fallback()
Now with the default for the kernel.perf_event_paranoid sysctl being 2 [1] we need to fall back to :u, i.e. to set perf_event_attr.exclude_kernel to 1. Consider tweaking /proc/sys/kernel/perf_event_paranoid, which controls use of the performance events system by unprivileged users (without CAP_SYS_ADMIN).
