Remove networking from Documentation Makefile to move the test to
selftests. Update networking/timestamping Makefile to work under
selftests. These tests will not be run as part of selftests suite
and will not be included in install targets. They can be built and
run separately for now.
This is part of the effort to move runnable code from Documentation.

A fix to ipv6 structure definitions removed the now superfluous
definition of in6_pktinfo in this file.
But, use of the glibc definition requires defining _GNU_SOURCE
(see also https://sourceware.org/bugzilla/show_bug.cgi?id=6775).
Before this change, the following would fail for me:
make
make headers_install
make M=Documentation/networking/timestamping
with

new: flag -I requests and prints PKTINFO
new: flag -x prints payload (possibly truncated)

A buffer is incorrectly zeroed to the length of the pointer. If
cfg_payload_len < sizeof(void *) this can overwrites unrelated memory.
The buffer contents are never read, so no need to zero.

interfaces and bytestream timestamping. Also minor
cleanup of the other text.
Import txtimestamp.c test of the new features.
