Turn previously global functions into static functions to avoid
-Wmissing-prototype warnings, such as:
drivers/gpu/drm/amd/amdgpu/../display/dc/irq/dcn30/irq_service_dcn30.c:50:20:

This fixes warnings caused by global functions lacking prototypes:, such as:
warning: no previous prototype for 'dcn303_hw_sequencer_construct'
[-Wmissing-prototypes]
12 | void dcn303_hw_sequencer_construct(struct dc *dc)
| ^~~~~~~~~~~~~~~~~~~~~~~~~~~~~
...
warning: no previous prototype for ‘amdgpu_has_atpx’
[-Wmissing-prototypes]
76 | bool amdgpu_has_atpx(void) {

[Why]
When requesting clocks from SMU which takes MHz inputs, DC will round
down KHz when converting to MHz, thus potentially requesting too low a
clock value.
[How]
Round up (ceil) when converting KHz to MHz for clock requests to SMU.

[Why]
SMU may return error code to driver, but driver only check if response
is OK.
[How]
Check SMU response instead of reg_wait, assert in case of reponse isn't
OK.

[Why]
Driver already get display clock from SMU base on MHz, but driver read
again and mutiple 1000 cause wait loop value is overflow.

[Why]
First, to make code more consistent
Second, to get rid of those scenario where we create a second
local pointer to dc when it's already passed in.
[How]
Rename core_dc to dc
Remove duplicate local pointers to dc

[Why]
Some HW specific implementations can be pulled out into clk_mgr.c.
[How]
* Pull get_active_display_cnt out to clk_mgr.
* Pull out shared logic in set_dispclk and set_dprefclk
