In preparation for FORTIFY_SOURCE performing compile-time and run-time
field bounds checking for memcpy(), memmove(), and memset(), avoid
intentionally writing across neighboring fields.
Use struct_group() around members queue_id, min_bw, max_bw, tsa, pri_lvl,
and bw_weight so they can be referenced together. This will allow memcpy()
and sizeof() to more easily reason about sizes, improve readability,
and avoid future warnings about writing beyond the end of queue_id.
"pahole" shows no size nor member offset changes to struct bnxt_cos2bw_cfg.
"objdump -d" shows no meaningful object code changes (i.e. only source
line number induced differences and optimizations).

The CNP CoS queue is reserved for internal RDMA Congestion Notification
Packets (CNP) and should not be used for a TC. Modify the CoS queue
discovery code to skip over the CNP CoS queue and to reduce
bp->max_tc accordingly. However, if RDMA is disabled in NVRAM, the
the CNP CoS queue can be used for a TC.

Expand the .ieee_setapp() and ieee_delapp() DCBNL methods to support
DSCP. This allows DSCP values to user priority mappings instead
of using VLAN priorities. Each DSCP mapping is added or deleted one
entry at a time using the firmware API. The firmware call can only be
made from a PF.

In addition to the ETS weight, older firmware also requires the min_bw
parameter to be set for it to work properly.

When the driver gets the RoCE app priority set/delete call through DCBNL,
the driver will send the information to the firmware to set up the
priority VLAN tag for RDMA traffic.

Support only IEEE DCBX initially. Add IEEE DCBNL ops and functions to
get and set the hardware DCBX parameters. The DCB code is conditional on
