ARM: Fix build error when using KCONFIG_CONFIG
Jonathan Cameron reports that when using the environment
variable KCONFIG_CONFIG, he encounters this error:
make[2]: *** No rule to make target `.config', needed by `arch/arm/boot/compressed/vmlinux.lds'
