drm/amd/display: Promote DC to 3.2.350
This version brings along following updates:
- Add DSC padding for OVT support
- Setup pixel encoding for YCBCR422
- Fix dml ms order
- Rename header file link.h to link_service.h
- Fix DMUB loading sequence
- Modify link training policy
