powerpc: Remove PPC_PMI and driver
CONFIG_PPC_PMI is no longer selectable now that PPC_IBM_CELL_BLADE has
been removed, via the dependency on PPC_IBM_CELL_POWERBUTTON.
So remove it and the driver, and the pmi.h header which it was the only
user of.
