LoongArch: KVM: Add irqfd support
Enable the KVM_IRQ_ROUTING/KVM_IRQCHIP/KVM_MSI configuration items,
add the KVM_CAP_IRQCHIP capability, and implement the query interface
of the in-kernel irqchip.
