fix race condition, as reported by naddy@.
On a sufficiently fast machine, the subdirs and the ${TARGETS} will be
run simultaneously, and will fail.
Since TARGETS can be empty, we need an extra dummy-target to make sure
make does something sensible (this avoids bsd-specific constructs).
