Explicitly ignore the Hop Count and Path Vector TLVs.
Since these are "well known" TLVs, we have to explicitly ignore them
otherwise ldpd would send "Unknown TLV" Notification messages when it
shouldn't.
Fixes regression caused by rev1.51.
