standardize wording somewhat.

Complete in the sense that all POSIX *locale(3) and *_l(3) functions
are included, but in OpenBSD, we of course only really care about
LC_CTYPE and we only support ASCII and UTF-8.

The former is not used anywhere in NetBSD, FreeBSD, or DragonFly
and not supported by groff, so i'm going to delete it from mandoc(1).
We don't need two macros for the same thing.
